A Public Hearing was held before the adoption of Ordinance No. 1010 Enacting a New Code of Ordinance and Ordinance No. 1014: Amendment to Ordinance No. 372 Sec. 21-43 and Sec. 21-45. The floor was open to the public at approximately 5:32 P.M. to make known their thoughts and concerns. No comments.

ROLL CALL

The Board of Aldermen of the City of Winnsboro, Louisiana, met on Monday, December 17, 2018, and regular session was called to order at approximately 6:00 PM at the Jack Hammons Community Center, 810 Adams Street, Winnsboro, Louisiana, with Mayor John C. “Sonny” Dumas presiding.

Aldermen present: Tyrone Coleman, Keith Berry, Jerry Johnson and Rex McCarthy

Absent: Eddie Dunn

APPROVAL OF THE MINUTES FOR NOVEMBER’S MEETING

Motion by Tyrone Coleman, second by Rex McCarthy and unanimously approved to accept the minutes from November’s monthly meeting.

ADOPTION OF ORDINANCE NO. 1010: ENACTING A NEW CODE OF ORDINANCE

Motion by Rex McCarthy and second by Jerry Johnson to adopt this Ordinance on this 17th day of December 2018.

Copies of this Ordinance are available at the Town Hall.

ADOPTION OF ORDINANCE NO. 1014: AMENDMENT TO ORDINANCE NO. 372 SEC. 21-43 AND SEC. 21-45

Councilman Tyrone Coleman asked several questions concerning the adoption of this Ordinance. Mayor Dumas and Superintendent Phillip Hutto explains the need for updating this Ordinance.

Motion by Tyrone Coleman, second by Rex McCarthy to table this item until later for further investigation and negotiation of the price.

2019 ALCOHOL LICENSE RENEWALS

The Mayor and Board of Aldermen were presented with a list of local vendors submitting payments and applications for the renewal of their alcohol licenses.

Motion by Rex McCarthy, second by Keith Berry and approve, by the following vote, to issue licenses to local vendors who have submitted the necessary documents and met all requirements.

Yeas: Tyrone Coleman, Keith Berry and Rex McCarthy

Abstain: Jerry Johnson

Absent: Eddie Dunn

CSA SOFTWARE SOLUTIONS/CENTERPOINT – NEW UTILITY BILLING AND ACCOUNTING SOFTWARE:

The Mayor and Board of Aldermen were presented with a package containing proposals and reviews of several vendors for consideration of the Town’s new system and software provider. CSA Software Solutions/CenterPoint were determined to be the most compatible by the Administrative Staff at the Town Hall.

Motion by Rex McCarthy, second by Jerry Johnson and unanimously approved to pursue CSA Software Solutions and present a copy of the contract along with a resolution to the Council at next month’s meeting.

POLICE CHIEF MONTHLY REPORT:

Chief Willie Pierce gave a monthly activity report for the Town of Winnsboro Police Department. Motion by Jerry Johnson, second by Tyrone Coleman and unanimously approved to accept the report.

Councilman Rex McCarthy exited the meeting at approximately 6:45 P.M.

FIRE CHIEF MONTHLY REPORT

Fire Chief Orlando Logan gave a monthly report for the Town of Winnsboro’s Fire Department. Motion by Tyrone Coleman, second by Keith Berry and unanimously approved to accept the report.

SUPERINTENDENT’S MONTHLY REPORT

Phillip Hutto gave a monthly report for the Town of Winnsboro. Motion by Jerry Johnson, second Keith Berry and unanimously approved to accept the monthly report.

MONTHLY FINANCIAL STATUS

Doyle Hassell gave an update on the financial status of the Town of Winnsboro. Motion by Jerry Johnson, second by Tyrone Coleman and unanimously approved to accept the report.

Absent: Eddie Dunn and Rex McCarthy

Mayor Dumas explains to the Council and public the intention of the Town of Winnsboro going cashless in the near future. The only forms of payment that will be accepted will be credit/debit cards, checks or money orders. He also announces that the auditors will be at the Town Hall from January 7 – January 9, 2019.

There being no more business to come before the board at this time, a motion was made by Keith Berry, second by Tyrone Coleman and unanimously approved that this meeting be adjourned.
