Attendance at this conference is required and bids shall only be accepted from bidders who attend this conference in its entirety.

Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2163 for the classification of Building Construction. Bidder is required to comply with provisions and requirements of LA R.S.38:2212 (A)(1)(c). No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA. R.S. 38:2214.

The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212 (A) (1)(b), the provisions and requirements of this Section, those stated in the advertisement bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.

The Owner shall incur no obligation to the Contractor until the Contract Between Owner and Contractor is fully executed.

The Franklin Parish School Board met for its regular scheduled board meeting on Monday, February 4, 2019 at 5:00 p.m. in the Franklin Parish School Board complex board room.

RECOGNITION OF VISITORS – LaTanga Blackson- Teacher of the Year

Mrs. LaTanga Blackson introduced the 2019 Franklin Parish Teachers of the Year. The school winners recognized are Jannah Ward, Crowville School Elementary Teacher of the Year, Becky Newman, Crowville School Middle School Teacher of the Year, Janae Hilliard, Gilbert School Elementary Teacher of the Year, Kayla Shirley, Gilbert School Middle School Teacher of the Year, Cathy Taylor, Winnsboro Elementary School Teacher of the Year and Mary Nichols, Baskin School Middle School Teacher of the Year. The parish winners for 2019 Teacher of the Year are Robin Nichols, Fort Necessity School, Elementary Teacher of the Year, Ada Sparks, Fort Necessity School Middle School Teacher of the Year and Mrs. Angela Teats, Franklin Parish High School Teacher of the Year. All these teachers received plaques and the parish winners received a monetary award from Mr. Kelly Martin of Martin Brothers. President Richard Kelly congratulated these teachers on behalf of the Franklin Parish School Board. He expressed his appreciation to these teachers for all the hard work they do for your parish.

NATASHA RIDLEY – addressed the Board

Ms. Ridley addressed the Board concerning her employment as cafeteria worker at Gilbert School. The Board listened and asked a few questions.

MOTION TO CONSIDER AND/OR TAKE ACTION ON RESOLUTION RECOGNIZING BUD HILBUN

ORDINANCE # 2019-02-0007

BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the resolution recognizing Mr. Gerald “Bud” Hilbun.

RESOLUTION

WHEREAS, Gerald “Bud” Hilbun, Sr., passed from this earth on December 26, 2018; and was a lifelong resident of Franklin Parish;

WHEREAS, Gerald “Bud” Hilbun, Sr., served as a Franklin Parish School Board member fourteen years from January, 1977 through December, 1990;

WHEREAS, Gerald “Bud” Hilbun, Sr., served as President of the Franklin Parish School Board During the years 1987 and 1988; and

WHEREAS, The Franklin Parish School Board recognizes the important role that Mr. Hilbun played along with the other members of the school board in establishing the mission and direction for their local school district; and

WHEREAS, The Franklin Parish School Board recognizes the important role that the Board played in the improvement and building of new schools and buildings during this time; and

WHEREAS, Mr. Hilbun contributed countless hours of his time fulfilling his role and responsibilities;

NOW THEREFORE BE IT RESOLVED, that the Franklin Parish School Board gives thanks for the dedicated service offered in support and furtherance of the Education System in Franklin Parish; and

BE IT FURTHER RESOLVED, that this Board extend its heartfelt sympathy to his wife, Oleta, his children, grandchildren and great-grandchildren; and

BE IT FURTHER RESOLVED, that copies of this resolution be placed in the minutes and records of Franklin Parish School Board

It is hereby affirmed and certified the foregoing is a true and exact copy of the resolution unanimously adopted by the Franklin Parish School Board, Winnsboro, Louisiana during regular session on February 4, 2019 at which a quorum was present and voted.

Superintendent Johnson reported that the next holiday is February 18, 2019, President’s Day. He also informed the Board that we are receiving a quote to re-do the Board room and the platform where the Board Member sit. We are also getting a quote on a new sound system.

President Richard Kelly called the meeting to order, President Kelly led in prayer and the Pledge of Allegiance.

Dr. Amy Weems from ULM reported on a pilot program called “Educators Rising.” There are 7 parishes involved in this pilot program. This program will be offered for dual enrollment where high school students interested in a career in education can get college credit for classes taken. The parish will need to pay for the curriculum and other cost. The Board thanked Dr. Weems for her presentation and will consider this program.

Mr. Tim Eubanks called the maintenance committee meeting to order. Dr. Johnson reported a minor heat and air problems. Gilbert School had sewer problems but our maintenance team got this problem taken of. The Ag. Shop and multi-purpose is coming along slowly but almost complete. Dr. Johnson did tell Board members that the Central Office is getting a new key punch pad for security. The Central Office has had a few vandalism problems. Crowville and Fort is getting new cameras and key punch pads also. He said we will bid Fort and WES in April and also get bids to tear down the old Baskin School. He said we should start on WES gym maybe before school is out for the summer. The gym be receiving air conditioning put in. If we get good contractors, they should be able to finish the work in a few months. The contractor at FPHS is going slow. Wednesday a job fair will be held in the board room. Dr. Johnson reported that work is being done in the Board room with new sound system and new finishes. When the multi-purpose room at FPHS if complete the job fair can be held in that room. This room will be used by the cheer team, drill team, softball team, club meetings and school meetings. It will be one of the nicest buildings. A couple of possible new projects may come into play are refurbishing the band room and a possible new track. Dr. Johnson did report that utility cost are increasing. This will play into our fund balance. Mr. Kelly asked if who was the contractor for FPHS. Mrs. Nichols said the restrooms are not completed in the gym. Dr. Johnson said we have not paid Don Barron all of his money and they will complete all projects before he is paid. Dr. Johnson said he has met with them and expressed his displeasure with the slow work. Mrs. Nichols said the FPHS office still has a leak. The contractor has a due date after that time they will have to pay us for days. President Kelly asked about providing a class to train prospective bus drivers. This class is taught at Richland Parish School Board. President Kelly asked if we could require coaches to become certified. Dr. Johnson said he did not think legally we could require this. Dr. Johnson did report that we have several main activities bus drivers. He did report that we pay $750,000 per year on lease buses. He did say that busing is a big expense. Mrs. Nichols asked if we were going to build a concession stand for the softball field. The Coca-Cola company is providing a concession truck at the present time. Dr. Johnson said no plans were in the future to build one. Mr. Eubanks adjourned the maintenance committee meeting.

Mrs. Alaina Nichols called the finance committee meeting to order. Mrs. Rebecca Boquet, Business Manager gave Board Members project balance sheets and financial reports for January. Mrs. Boquet reported that on renovation fund we have spent $415,000.00. The School Board spent this on the batting cage, buses, a/c units, fire alarms & intercom systems, accounting software, maintenance truck and computers. One of the handouts had a list of vendors that this money went to. It was reported to the Board that utilities and fuel costs are up. Mrs. Boquet reported that we are really close on the budget. We are watching cost in general. Dr. Johnson said the sales tax is up and ad valorem tax is up. President Kelly asked if anything different or new coming from the state. Dr. Johnson said they are proposing a $1000 raise for teachers. Mrs. Boquet did report that one year when we gave money to Delta Community College the school board ran a deficit. Mrs. Boquet said we do not know what our February 1 student count is at this time. Gen. Fund is where most of our teacher pay, benefits, insurance and utilities cost are funded. She did report that a renewal of bus leases is coming up. We have the option to lease gas buses which is cheaper on fuel and lease cost. Dr. Johnson reported that we have put in new software and had visits from area parishes looking at this software. Mrs. Boquet said that a few parishes have piggy-backed off of our RFP to purchase their own software. We are going to purchase new cameras at Crowville and Fort Schools with T1 funds. Title 1 funds are appropriated due to their student population at each school. Mrs. Nichols requested a list of T1 fund per school. Mrs. Boquet did report that the gifted program is not getting any federal monies. It was reported that we will look at the cost for the Educators Rising program before a decision will be made. Title 1 pays for pre-k program expect for the one 8(G) program and Head Start. Mrs. Nichols adjourned the finance committee.

During the business portion of the meeting, President Kelly went over each item on the agenda and each was discussed by Dr. Johnson and the Board. Mr. Danny Davis said that Wesley Ezell the chief of police of Gilbert is requesting to address the board at its regular board meeting. Mrs. Holly Sartin reported on the Head Start program’s refunding application. Mrs. Sartin gave each board members a packet from Head Start to review their refunding application. During the Superintendent’s report Dr. Johnson reported that Spring Break is March 18-22, 2019 and we will pay before the Spring Break. April 19-22, 2019 is Easter Break. Dr. Johnson reported that our basketball team will travel to Baton Rouge and play at Woodlawn H.S. in the playoffs. He reported that our baseball team is doing well and softball is starting. President Kelly asked what criteria was set in place for the School’s Teacher of the Year. He said that the principals may come up with criteria to pick out the School’s Teacher of the Year. The school’s lock down happened the last week. A drug dog was put into the schools at random times. Each school has a Crisis Management Plan that the principals must follow. President Kelly asked if a policy committee can be formed to help with student discipline and handbooks. Mr. Bryan mentioned that this is Tyrell Cameron’s graduating year.
