CITY OF WINNSBORO-FRANKLIN PARISH

Bids will be received by Family Community Christian School for the Term Bid contract #07172019 for Frozen Meats, Fruits, Vegetables, Canned Foods, Pasta, Milk and Dairy Products, and Miscellaneous, All Purpose Cleaning Supplies, Paper and Plastic Products.

The Term Bid Food Contract will be for the period of August 1, 2019 through July 31, 2020, by an Electronic Reverse Auction Bid Process on Wednesday, July 17, 2019, at 10:30 a.m. and ending 11:30 a.m. or until bidding ceases in accordance with the bid specifications and procedures. Responses and Bids will be accepted electronically through LaMATS e-Auction Services (EASiBUY). To submit bids and documents electronically, Vendors are required to register at https://lamats.eauctionservices.com.

Specification Responses must be submitted and uploaded at https://lamats.eauctionservices.com after registration on or before Tuesday, July 2, 2019 no later than 4:00 p.m. Any responses with pricing or received after the time specified may be rejected. DO NOT SUMBIT BID PRICING WITH YOUR SPECIFICATIONS PACKAGE.

A Prebid Conference will be held on Thursday, June 27, 2019, 10:00 A.M. CDT, at Family Community Christian School, 2023 Highway 15, Winnsboro, LA 71295 for all Suppliers to obtain additional information and responses to any questions regarding the bid specifications and the bid process. This is not a mandatory Prebid Conference however, we invite Vendors to attend.

BID CONFORMATION

Any Electronic Reverse Auction Bid and Specification Response Package, which fails to conform to the essential requirements of the specifications, shall be rejected. In discretionary cases, the Family Community Christian School shall be the determining entity if the specifications meet all the requirements. Electronic Bid and Specification Response Packages must be answered completely for the exact quantities as requested per package size per the specifications. In the event supplier submits an alternate package size the responding Supplier must submit the alternate package size on the work sheets provided in the bid specifications.

Sales Taxes and federal excise tax are not to be included in the bid price.

PUBLIC NOTICE for PUBLIC HEARING

Winnsboro, Louisiana

The City of Winnsboro will hold a public hearing at 5:30 p.m. on June 17, 2019 at the Jack Hammons Community Center. The purpose of the meeting is to obtain views on the housing and community development needs of Winnsboro Parish and to discuss the submission of an application for funding under the State of Louisiana FY 2020/2021 Community Development Block Grant (LCDBG) Program. The following items will be discussed at the hearing:

• The amount of funds available for proposed community development and housing activities;

• The range of activities available that may be undertaken, including the estimated amount of funds proposed to be used for activities that will benefit persons of low and moderate incomes;

• The plans of the City for minimizing displaced persons as a result of activities assisted with such funds and the benefits to be provided by the City to persons actually displaced as a result of such activities; and,

• The City’s past performance on LCDBG projects funded by the State of Louisiana.

All residents, particularly low and moderate income persons and residents of slum and blighted areas of the City are encouraged to attend this meeting.

Accommodations will be made for persons with disabilities and non-English speaking individuals provided that three day notice of received by the City.

The Airport’s DBE goal methodology is based on what the airport anticipates receiving for FY 2019-2021. Significant changes to the projects as stated will require an amendment to the DBE goal.
