Regular Council Meeting

The Town of Wisner Board of Alderman met in regular session on Thursday, May 9, 2019 at 9530 Natchez St. Wisner, LA. The meeting was called to order at 6:30 PM with the following members present: Mayor Marc McCarty, Alderman Elliot Britt, Nettie Brown, Jo Caldwell, Roger Hilliard, and Thomas Lemle. Also present, Utility Clerk Harriet Luckett and guest.

Prayer and Pledge: Invocation led by Thomas Lemle and the Pledge of Allegiance by Jo Caldwell.

Minutes: A motion by Thomas Lemle, seconded by Elliot Britt to accept minutes from the previous meeting as presented. Motion carried.

Finances: A motion by Thomas Lemle, seconded by Elliot Britt to approve financial expenditures as presented. Motion carried.

Fire Report: Report given by Fire Chief David Wallace. A motion made by Nettie Brown, seconded by Thomas Lemle to allow WVFD access to old café and football field for training. Motion carried.

Police Report: Report read by Police Chief Billy Beach. Discussion held regarding Quick PD upgrades.

Public Works Report: Mayor Marc McCarty stated several water and sewer issues have been resolved. Discussed upcoming purchases for the department.

Citizen Participation: Matt Hollis acknowledged his candidacy for Clerk of Court.

Revitalization: Sandy McClary gave the report and announced details for the South Franklin Car Show to be held Saturday, June 15th from 9 AM – 2 PM.

2019 Millage Rates: Foregoing resolution adopting the Millage Rate(s) 6.91 for the Tax Year 2019 read aloud. A roll call vote taken on the adoption thereof. Motion carried.

Consultant services contract awarded to Frye Magee. A motion by Jo Caldwell, seconded by Nettie Brown. Motion carried.

PUBLIC HEARING

Village of Gilbert, Louisiana

The Village of Gilbert will hold a public hearing at 6:30 p.m. on June 13, 2019, at the Village Hall. The purpose of the meeting is to obtain views on the housing and community development needs of the Village and to discuss the submission of an application for funding under the State of Louisiana FY 2020 - FY 2021 Louisiana Community Development Block Grant (LCDBG) Program. The following items will be discussed at the hearing:

A. The amount of funds available for proposed community development and housing activities;

B. The range of activities available that may be undertaken, including the estimated amount of funds proposed to be used for activities that will benefit persons of low and moderate incomes;

C. The plans of the Village for minimizing displaced persons as a result of activities assisted with such funds and the benefits to be provided by the Village to persons actually displaced as a result of such activities; and

D. The Village’s past performance on LCDBG projects funded by the State of Louisiana.

All citizens, particularly low and moderate income persons and residents of slum and blighted areas of the Village are encouraged to attend the meeting.

Accommodations will be made for persons with disabilities and non-English speaking individuals provided that a three day notice is received by the Village.

NOTICE

Out of an abundance of caution, notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on May 29, 2019, Entergy Louisiana, LLC (“ELL”), a public utility providing retail electric and gas service throughout the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”) its Fuel Stabilization Pilot Program (“FSPP”) and workpapers. The filing reflects the Rider FSPP factors necessary to commence recovery of FSPP costs incurred in April 2019. Except those rate schedules excluded under Rider FSPP, the FSPP factor of $0.000094 per kWh is to be applied to residential and commercial rate classes effective for monthly customer bills rendered on and after the first billing cycle of June 2019 and will be updated monthly thereafter in accordance with Rider FSPP.

It is estimated that the adjustment in rates will have the following effects upon applicable ELL customers’ typical monthly bills: a typical monthly bill for a Residential customer using 1,000 kWh would increase approximately $0.09, a typical monthly bill for a Small General Service customer using 50 kW and 12,500 kWh would increase approximately $1.18.

NOTICE

Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on May 29, 2019, Entergy Louisiana, LLC (“ELL”), an electric public utility providing retail electric service to customers in forty-six (46) parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), its Formula Rate Plan Rider Schedule FRP Interim Update and workpapers, including the final estimated first-year revenue requirement for St. Charles Power Station. The filing reflects the resulting interim Formula Rate Plan (“FRP”) factors necessary to recover the $109.546 million revenue requirement associated with the placement in service of St. Charles Power Station. Except for those rate schedules excluded under ELL Rider Schedule FRP-1, the required interim FRP factor of 38.0467% is to be applied to each of Legacy ELL’s rate classes and the required interim FRP factor of 35.8998% is to be applied to each of Legacy EGSL’s rate classes, both effective for monthly customer bills rendered on and after the first billing cycle of June 2019.

It is estimated that the adjustment in rates will have the following effects upon applicable Legacy ELL customers’ typical monthly bills (based on the Fuel Adjustment Clause and other riders for the month of May 2019): a typical monthly bill for a Residential customer using 1,000 kWh would increase approximately $3.48, from $99.55 to $103.03; a typical monthly bill for a Small General Service customer using 50 kW and 12,500 kWh would increase approximately $47.69, from $1,328.32 to $1,376.01; a typical monthly bill for a Large General Service customer using 1,000 kW and 500,000 kWh would increase approximately $1,079.99, from $36,618.12 to $37,698.11.

It is estimated that the adjustment in rates will have the following effects upon applicable Legacy EGSL customers’ typical monthly bills (based on the Fuel Adjustment Clause and other riders for the month of May 2019): a typical monthly bill for a Residential customer using 1,000 kWh would increase approximately $3.31, from $92.46 to $95.77; a typical monthly bill for a Small General Service customer using 1,500 kWh would increase approximately $6.92, from $175.76 to $182.68; a typical monthly bill for a General Service customer using 500 kW and 255,500 kWh would increase approximately $513.23, from $17,283.12 to $17,796.35.

In accordance with Act 504 of the Louisiana Legislature, notice is hereby given that a Public Hearing will be held on Monday, June 17, 2019, at the Jack Hammons Community Center, 810 Adams Street, Winnsboro, Louisiana, at a regular scheduled meeting of the Board of Aldermen of the Town of Winnsboro, at 5:30 PM for the purpose of inspection of and comments of the general budget of the Town of Winnsboro, Louisiana, for fiscal year beginning July 1, 2019 and ending June 30, 2020. NOTICE OF INTENTION TO ABOLISH 
FRANKLIN PARISH SEWER DISTRICT NO. 1 OF
THE PARISH OF FRANKLIN, STATE OF LOUISIANA,

NOTICE IS HEREBY GIVEN that the Franklin Parish Police Jury (the “Police Jury”), acting as the governing authority (the “Governing Authority”) , of the Parish of Franklin, State of Louisiana (the “Parish”) proposes to consider the adoption of an ordinance, pursuant to La. R.S. 33:3884, abolishing the Franklin Parish Sewer District No. 1 of the Parish of Franklin (the “District”), previously created by the Police Jury to own and operate a sewerage and wastewater treatment system (the “System”) within the boundaries of said District, specifically, within the area of the Parish known as the “Horace White Addition”.

NOTICE IS HEREBY FURTHER GIVEN that the ordinance abolishing the District will provide that upon the abolishment of the District, the assets and operation of the System will be transferred to the Parish. Upon acquisition of the System, the Parish intends to perform repairs and upgrades to the System pursuant to a loan obtained from the Department of Environmental Quality Revolving Fund Program (“DEQ”).

NOTICE IS HEREBY FURTHER GIVEN that the Police Jury will meet in open and public session on June 13, 2019, at Five o’clock (5:00) p.m., at 6558 Main Street, Winnsboro, Louisiana, to hear any objections to abolishing the District as described above, which hearing will be followed by adoption of an ordinance abolishing the District and transferring the ownership and operation of the System to the Parish . The Police Jury will then take separate action to authorize the loan from DEQ for repairs and upgrades to the System.
