Regular Council Meeting

Thursday, April 11, 2019

The Town of Wisner Board of Alderman met in regular session on Thursday, April 11, 2019 at 9530 Natchez St. Wisner, LA 71378. The meeting was called to order at 6:30 PM with the following members present: Mayor Marc McCarty, Alderman Elliot Britt, Nettie Brown, Jo Caldwell, Roger Hilliard, and Thomas Lemle. Also present, Clerk Courtney Tannehill and guest.

Prayer and Pledge: Invocation led by Nettie Brown and the Pledge of Allegiance by Elliot Britt.

Minutes: A motion by Nettie Brown, seconded by Thomas Lemle to approve minutes from the previous meeting as presented. All in favor. Motion carried.

Finances: A motion by Thomas Lemle, seconded by Elliot Britt to approve financial expenditures as presented. All in favor. Motion carried.

Fire Report: Fire Chief David Wallace read the report.

Police Report: Police Chief Billy Beach read the report.

Public Works: Randell Griggs gave an update on water and sewer system.

Citizen Participation: Discussion held. Thomas Lemle thanked everyone for their assistance with the town clean-up.

Steve May: Senate District 32 prospect Steve May introduced himself.

Mobile Home Ordinance: Discussion held. Mayor McCarty suggested council look over ordinance for adjustments. Tabled until next meeting.

Ken McManus: McManus advised the council to decide if funding from Community Development Block Grant should be used for water or sewer system improvements.

Frye Magee: Thomas Lemle made a motion to close regular council meeting and enter into public hearing; seconded by Nettie Brown. Motion carried. Discussion held.

Jo Caldwell read the Citizen Participation Plan Resolution. Thomas Lemle motioned, Roger Hilliard seconded to adopt resolution. All in favor. Motion carried.

Nettie Brown read the Procurement Policy Resolution. Roger Hilliard motioned, Thomas Lemle seconded to adopt resolution. All in favor. Motion carried.

Thomas Lemle motioned, Roger Hilliard seconded for the council to table the decision to determine the type of LCDBG 20/21 project. Motion carried.

For FY 20/21 LCDBG Program, engineering services awarded to McManus Engineering on a motion by Thomas Lemle, seconded by Nettie Brown. All in favor. Motion carried.

For FY 20/21 LCDBG Program, the consultant service contract awarded to Frye Magee on a motion by Jo Caldwell, seconded by Nettie Brown. All in favor. Motion carried.

Nettie Brown made a motion to end public hearing and re-open regular meeting; seconded by Jo Caldwell.

Adjourn: With no further business, Thomas Lemle motioned and Roger Hilliard seconded to adjourn. Motion carried.

PUBLIC NOTICE for PUBLIC HEARING

Franklin Parish, Louisiana

The Franklin Parish Police Jury will hold a public hearing at 5:00 p.m. on May 9, 2019 at the Police Jury Office. The purpose of the meeting is to obtain views on the housing and community development needs of Franklin Parish and to discuss the submission of an application for funding under the State of Louisiana FY 2020/2021 Community Development Block Grant (LCDBG) Program. The following items will be discussed at the hearing:

• The amount of funds available for proposed community development and housing activities;

• The range of activities available that may be undertaken, including the estimated amount of funds proposed to be used for activities that will benefit persons of low and moderate incomes;

• The plans of the Police Jury for minimizing displaced persons as a result of activities assisted with such funds and the benefits to be provided by the Police Jury to persons actually displaced as a result of such activities; and,

• The Police Jury’s past performance on LCDBG projects funded by the State of Louisiana.

All residents, particularly low and moderate income persons and residents of slum and blighted areas of the Parish are encouraged to attend this meeting.

Accommodations will be made for persons with disabilities and non-English speaking individuals provided that three day notice of received by the Police Jury.
