Ouachita Parish sheriff’s investigators arrested a Monroe man on suspicion of felony theft last week after an investigation of improper fuel card transactions.

The company employing Billy Ray Smith Jr., 42, of 5707 Conrad Drive, Monroe, provided the Sheriff’s Office with fuel reports that showed Smith had taken out $14,300 in cash advances using the company’s fuel card.

The transactions were not approved, according to a company official.

The transactions occurred between March 30 and June 27.

During questioning, Smith admitted he received cash advances but claimed the cash advances were made on his paycheck, not the company fuel card.

The company informed the Sheriff’s Office that no advances had been taken out of Smith’s paycheck.

Smith was booked at Ouachita Correctional Center on the charge.
