Regular Council Meeting
The Town of Wisner Board of Aldermen met in regular session on Thursday, March 14, 2019 at 9530 Natchez St. Wisner, LA 71378. The meeting was called to order at 6:29 PM with the following members present: Mayor Marc McCarty, Alderman Elliot Britt, Nettie Brown, Jo Caldwell, Roger Hilliard, and Thomas Lemle. Also present, Clerk Courtney Tannehill and guest.
Prayer and Pledge: Invocation led by Thomas Lemle. Nettie Brown led in the Pledge of Allegiance.
Minutes: A motion by Thomas Lemle, seconded by Jo Caldwell to approve minutes from the previous meeting as presented. All in favor. Motion carried.
Finances: A motion by Jo Caldwell, seconded by Nettie Brown to approve financial expenditures as presented. All in favor. Motion carried.
Fire Report: Fire Chief David Wallace read the report.
Police Report: Police Chief Billy Beach read the report.
Public Works: Mayor Marc McCarty gave an update on the water and sewer system.
Public Comments: Brother Peoples questioned a water leak near his property; Project Wisner update.
Animal Control: Discussion held regarding dog nuisance. Tabled until next meeting.
Cultural District: Discussion led by Mayor McCarty. Jo Caldwell read a resolution supporting an application for the creation of the WISNER CULTURAL DISTRICT. Motion by Jo Caldwell, seconded by Thomas Lemle to adopt the resolution. All in favor. Motion carried.
CENLA: The decision to select a waste water operator will be tabled until next meeting.
Spring Cleaning: On March 18th a dumpster will be placed on Hope St. for the community to participate in spring cleaning. A clean-up day will be announced at a later date.
Promotion: Ringo Williams accepted a full-time position as maintenance man.
Executive Session: Thomas Lemle motioned to close regular session and enter into executive session. Roger Hilliard seconded. Thomas Lemle motioned to close executive session and return to regular meeting. Elliot Britt seconded. All in favor. Motion carried.
Adjournment: Motion made by Thomas Lemle, seconded by Roger Hilliard to adjourn the meeting. All in favor. Motion carried.

PUBLIC NOTICE for PUBLIC HEARING
The Town of Wisner will hold a public hearing at 6:30 p.m. on April 11, 2019 at the Town Hall. The purpose of the meeting is to obtain views on the housing and community development needs of Wisner Parish and to discuss the submission of an application for funding under the State of Louisiana FY 2020/2021 Community Development Block Grant (LCDBG) Program. The following items will be discussed at the hearing:
• The amount of funds available for proposed community development and housing activities;
• The range of activities available that may be undertaken, including the estimated amount of funds proposed to be used for activities that will benefit persons of low and moderate incomes;
• The plans of the Police Jury for minimizing displaced persons as a result of activities assisted with such funds and the benefits to be provided by the Police Jury to persons actually displaced as a result of such activities; and,
• The Police Jury’s past performance on LCDBG projects funded by the State of Louisiana.
All residents, particularly low and moderate income persons and residents of slum and blighted areas of the Parish are encouraged to attend this meeting.
Accommodations will be made for persons with disabilities and non-English speaking individuals provided that three day notice of received by the Police Jury.
Those citizens unable to attend this hearing may submit their views and proposals until April 11, 2019 in writing to:

The nominating period for the Northeast Soil & Water Conservation District Supervisor’s Election will open April 1, 2019 and close April 30, 2019. Notice is hereby given that, in accordance with L.R.S. 3:1609 and LAC 7:XV.314 (A), the Louisiana Department of Agriculture & Forestry, Louisiana Boll Weevil Eradication Commission, has established a boll weevil eradication zone, the Louisiana Eradication Zone, consisting of all the territory within the state of Louisiana.
Notice is further given that all producers of commercial cotton in Louisiana are required to participate in the boll weevil eradication program, including cost sharing, in accordance with the Boll Weevil Eradication Law and regulations. This includes, but is not limited to, reporting of cotton acreage and destruction of cotton plants and stalks by December 31 of each crop year. A copy of the law and rules and regulations may be obtained from the Boll Weevil Eradication Commission, 5825 Florida Blvd. Ste. 3002, Baton Rouge, La. 70806, telephone number (225) 922-1338.
Notice is also given that the planting of noncommercial cotton is PROHIBITED in Louisiana unless a written waiver is obtained from the Commissioner of Agriculture & Forestry in accordance with LAC 7:XV.319(C). To request a waiver, submit a written application to the Department of Agriculture and Forestry, at the address provided in this notice, stating the conditions under which such written waiver is requested.
