Notice is hereby given that on February 5, 2019, Atmos Energy Corporation (“Atmos Energy”), a local gas distribution company and public utility providing natural gas service to customers in forty-nine (49) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”) its Application requesting Consolidation of the Rates and Tariffs of Atmos Energy Corporation’s Louisiana Rate Divisions, Trans Louisiana Gas and Louisiana Gas Service (the “Consolidation Application”).

In the Consolidation Filing, Atmos Energy is requesting to consolidate the tariff books of its two rate divisions, Trans Louisiana Gas (“Trans La”) and Louisiana Gas Service (“LGS”), including the Rate Stabilization Clauses (“RSC’s”) of each rate division, and charge uniform rates in order to appropriately reflect the fact that Atmos Energy’s infrastructure is operated as one system for the benefit of all of Atmos Energy’s Louisiana customers. To further ensure that the rates reflect the cost of service of each customer class, Atmos Energy is also requesting to consolidate certain customer classes, to modify its overall rate design, to update special contracts, and to update its facilities fees.

This is a revenue neutral filing, in that Atmos Energy is not requesting an increase in its overall revenue requirement. However, due to the consolidation of the two rate divisions, the reallocation of revenue requirement across customer classes, and the consolidation of various existing customer classes, the relief requested in the Consolidation Application will have the following estimated effect on typical monthly customer bills. For Trans La customers: for Residential Services (RS), a decrease of $2.62 from $43.70 to $41.08; for General Services (GS), a decrease of $13.41 from $258.91 to $245.50; for Large General Service (LGS), a decrease of $4.97 from $6,532.89 to $6,527.92; for Natural Gas Air Conditioning (NGAC), a decrease of $30.87 from $283.07 to $252.20; and for Farm and Agriculture Services (FAS), an increase of $261.56 from $444.54 to $706.09. For LGS customers: for Residential Services (RS), a decrease of $0.29 from $42.32 to $42.03; for Residential Service Air Condition (RS A/C), an increase of $22.74 from $181.85 to $204.59; for Public Housing Service, an increase of $2.17 from $27.39 to $29.56; for General Services (GS), a decrease of $0.71 from $237.77 to $237.06; for Farm & Agriculture Services (FAS), an increase of $287.32 from $799.86 to $1,087.18; and for Large General Service (LGS), an increase of $500.05 from $8,395.61 to $8,895.66. The requested relief will also result in an increase to the typical monthly bills of customers who are currently parties to special contracts.

SPECIAL ELECTION – Justice of the Peace, Justice of the Peace District 8,

WHEREAS, a vacancy exists in the office of Justice of the Peace, Justice of the Peace District 8, Parish of Franklin, because no one qualified for the special election scheduled to be held on March 30, 2019; and

WHEREAS, Louisiana Revised Statute 18:621 requires the Governor to call a special election to fill a vacancy in the office of a judge when more than twelve (12) months of the term remain unexpired, in accordance with the provisions of La. R.S. 18:621, and/or the dates for elections set forth in La. R.S. 18:402.

NOW THEREFORE, I, JOHN BEL EDWARDS, Governor of the State of Louisiana, by virtue of the authority vested by the Constitution and the laws of the State of Louisiana, do hereby order and direct as follows:

SECTION 1: A special primary and general election shall be held throughout the jurisdiction of the Justice of the Peace District 8, Parish of Franklin, for the purpose of electing a justice of the peace to fill the vacancy in the office.

SECTION 2: Any qualified person desiring to become a candidate for the office shall file a notice of candidacy, accompanied either by a qualifying fee or a nominating petition, as required or authorized by law, with the appropriate election official in the manner and form, and under the procedures and conditions, provided by La. R.S. 18:461 et seq., and all other applicable provisions of the Louisiana Election Code, La. R.S. 18:1 et seq., during the period commencing Tuesday, August 6, 2019, and ending at 4:30 p.m. Thursday, August 8, 2019.

SECTION 3: The special election shall be held and conducted under the applicable provisions of the Louisiana Election Code, La. R.S. 18:1 et seq.

SECTION 4: The primary election shall be held Saturday, October 12, 2019, and the general election shall be held Saturday, November 16, 2019, at the times and places and in the manner, prescribed by law.

SECTION 5: The Secretary of State, Commissioner of Elections, Parish Board of Election Supervisors, Clerk of Court, Registrar of Voters, and all other persons charged with any power, function, right, duty or responsibility in conducting elections in the jurisdiction of the Justice of the Peace District 8, Parish of Franklin, are hereby authorized, requested, directed and empowered to exercise every lawful function and to do every act necessary to conduct the special election, to cause the returns to be made, to canvass and promulgate the results, and to perform all related and incidental functions.

FEBRUARY 12, 2019

The Mayor and Council of the Village of Baskin met in regular session on Tuesday, February 12, 2019, 5 p.m., at the Village of Baskin Town Hall.

Present: Mayor Bobby Fife and Council members Cary Collier, Johnny Belton and Heather Chapman.

Also Present: Town Assistant Clerk and others.

There being a quorum present, the meeting was called to order.

The Pledge of Allegiance and the opening prayer was led by Mayor Fife.

Minutes: The minutes of the previous council meeting were presented by the asst. clerk. Heather Chapman made a motion to approve the minutes as presented. Cary Collier seconded the motion. Yeas 3. Nays 0.

Old Business: None

New Business: A motion and second was made to pay all bills and obligations. Johnny Belton made a motion; Heather Chapman seconded the motion. Yeas 3. Nays 0.

A motion was made to adopt the ordinance to change the regular council meeting tome (Ordinance 02-19). Cary Collier made a motion; Johnny Belton second the motion. Yeas 3, Nays 0.

Police Report: The monthly activity report was given by Chief Grayson. Chief reported that camera was not working properly in the 2019 Ford Unit. It was also reported that two tires had been purchased for the 2015 Chevy unit and two more would be purchased for the same unit. The 2015 Chevy unit would also need to be put in the shop to have the transmission looked at. Chief reported that a Stalker Radar class would be held on Thursday, February 14, 2019 at Town Hall and a Taser certification class would be held on Saturday, February 16, 2019 at Winnsboro City Court. The new uniforms have been purchased and received by Chief Grayson.

Fire Department Report: The volunteer fire fighters continue training. The department is doing well. There were no fires reported for the month. It was reported that this is the year for a new grade will be established. Preparation for this survey is almost complete and will sent to PIAL, (Property Insurance Association of Louisiana).

Further Business: Mayor Bobby Fife presented the council with the need to repair Carl Williams parking lot that is used by our police department for radar purposes. A motion by Heather Chapman was made to have this parking area attended; second by Cary Collier. 3 Yeas. 0 Nays.

Mayor Bobby Fife also spoke to the council about the Chief of Police Secretary School coming up in April for the Assistant Clerk. It was agree upon by the council. A motion was made by Heather Chapman; seconded by Cary Collier; 3 Yeas, 0 Nays. A further discussion was presented about continued training for the Clerk and Assist. Clerk. Councilman Cary Collier asked if we h ad a protocol in place for safety for all employees. We will review what standard safety equipment that we have on hand for all employees and the make the necessary changes that we may need.

After completing the business at hand, Mayor Fife called for a motion to close the meeting. Heather moved that the meeting end. Johnny Belton seconded the motion and the meeting was adjourned at 5:30 p.m.

VILLAGE OF GILBERT

REGULAR COUNCIL MEETING

FEBRUARY 14, 2019

The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, February 14, 2019, at 6:30 p.m., at the Gilbert City Hall. Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Aldermen Christine Ezell, Susan Britt and Randy Lloyd. Also present was Joann Evans, Wesley EZell, Bill McLemore and guest.

Call to order:

Mayor Stephens called the meeting to order. Mayor Stephens led in opening prayer. Diane Parker led in the pledge of allegiance.

Minutes:

Motion by Susan Britt, seconded by Christine Ezell to accept the January minutes as presented. Motion carried.

Financial Documents:

Motion made by Christine Ezell, seconded by Randy Lloyd to accept December and January financial documents. Motion carried.

Pay Monthly Bills:

Motion made by Susan Britt, seconded by Christine Ezell to pay the monthly bills. Motion carried.

Fire Department:

Bill McLemore gave monthly report for the fire department.

Police Department:

Chief Wesley Ezell gave monthly report for the police department. Chief Ezell made a recommendation that Kristopher O. Wallace to be a part-time commissioned patrol officer for the Village of Gilbert. Discussion was held. Motion made by Randy Lloyd seconded by Susan Britt for Kristopher O. Wallace to be a part-time commissioned patrol officer. Motion carried.

Public Works Department:

Mayor Stephens gave the monthly report for the public works department.

Citizen Participation:

MCMANUS ENGINEERS:

Mr. Ken McManus was present to give a report on the events he is working on for the Village of Gilbert.

Citizen was present to discuss the blighted property and landscaping.

NEW BUSINESS:

DISCUSS ASSISTANT CLERK APPLICATIONS:

Mayor Stephens stated that a lot of applications were submitted. Discussion being held. Motion made by Christine Ezell, seconded by Randy Lloyd to hire Melanie R. Keyes for the assistant clerk. Motion carried.

DISCUSS CLERK ATTENDING LA. .LEG. AUDITOR TRAINING CLASS:

Discussion was held. Motion made by Susan Britt, seconded by Christine Ezell to send the clerk to the training class. Motion carried.

DISCUSS COLD MIX:

Discussion was held. Motion made by Randy Lloyd, seconded by Christine Ezell to purchase cold mix. Motion carried.

DISCUSS TRASH BASH DAYS:

Discussion was held. Motion made by Susan Britt, seconded by Christine Ezell to have the trash bash days beginning March 18 through April 19. Motion carried.

OLD BUSINESS:

Discuss Lift Station & Manhole Issues:

Discussion was held on the lift station issues.

Discuss Tree’s at Ballfield:

Discussion was held.

OTHER BUSINESS:

Discussion was held on items being dropped down into the manhole lids which are causing issues and some cases burring up lift stations.
