Ouachita Parish sheriff’s deputies arrested a homeless man on suspicion of simple assault on a police officer last week after authorities and medical responders received a complaint of an intoxicated male on Tim Street in West Monroe.

The complainant said a Hispanic man was walking down Tim Street but kept falling in the ditches.

When deputies made contact with Jose Ricardo Garcia Velasquez, 24, they found him lying in a ditch. Deputies observed a syringe next to Velasquez.

Local ambulance service was called to the scene to perform a welfare check on Velasquez.

At that time, Velasquez became aggressive and pulled away from deputies, according to the June 27 arrest report.

“(Deputy) attempted to restrain Jose and Jose began pulling away,” stated the arrest report. “During the incident, Jose and (deputies) fell to the ditch and Jose began attempting to bite (deputy).”

Velasquez was secured in handcuffs and later booked at Ouachita Correctional Center. He also was charged with disturbing the peace by drunkenness.
