Ouachita Parish sheriff's deputies arrested a Monroe man on suspicion of disturbing the peace last week after authorities received a complaint of a man cursing and screaming at neighbors from the street.

Prior to receiving the call, the Sheriff's Office's dispatchers received several calls from Randy Floyd Elliot Sr., 58, of 16 Rayfield Lane, Monroe, who made “vulgar statements toward dispatchers,” according to the Jan. 11 arrest report.

When deputies arrived, they saw Elliot closing the door and decline to speak with deputies.

Elliot opened the door, and deputies observed a machete and ax lying on a living room table so they asked Elliot to step outside, but he closed the door.

Witnesses informed deputies that Elliot was pacing up and down the street, screaming profanities, and had done so sometimes while holding a machete and ax.

Deputies said Elliot was too intoxicated to take a statement from him.

He was booked at Ouachita Correctional Center.
